L C Goyal L C Goyal[/caption] Anil Goswami will be succeeded by L C Goyal, a 1979 batch IAS officer belonging to Kerala cadre, who was secretary, rural development ministry. Goyal has earlier served as joint secretary (internal security ) in the home ministry from 2002 to 2007. He will have a fixed tenure of two years.
